Quota allocation issue: The carbon emission intensity of power supply for 23 gas power plants in Shaanxi ranges from 0.9 to 2.5 tCO2/MWh, while the national "Guidelines for Quota Allocation Methods in the Power Industry" (discussion draft) for gas units (9F level) is 0.398 tCO2/MWh, and for coal-fired high-pressure units below 300 MW is 0.902 tCO2/MWh. Therefore, it can be seen that if such gas power plants adopt the national quota allocation benchmark, there will be a quota gap of 200%. We hope that the country can determine the benchmark value based on the characteristics of such typical gas power plants.

 

For power generation enterprises, gas power plants refer to enterprises that burn natural gas for power generation. For self owned power plants with a power generation capacity of over 6000kW that meet the requirements of the "Notice on Further Standardizing the Submission of Submissions to the National Carbon Emission Trading Market to be included in the List", relevant emission related data needs to be submitted.
